Legacy Qwest circuits down in west

All five legacy Qwest circuits in ESU-13 region went down hard Thursday December 6, 2012 afternoon at  4:43 p.m. CT for an hour and twenty minutes.  The CSN NOC told me they could see no problems so I called Qwest directly and their testing found no problems with the circuits.  Ben M. looked deeper into RedCell and found logs indicating the outage.  He said an independent telephone company was doing work at that time and might have caused the problem.  Pretty vague, and I would like to verify the cause if at all possible.

Those schools are all up and running now.
